Under the transformative, five-decade leadership of Pastor Emeriti Rev. Dr. Floyd H. Flake and Rev. Dr. M. Elaine Flake, GAC pioneered a radical, holistic theology. Their core philosophy? True spiritual salvation must be paired with physical, social, and economic empowerment. Today, led by Pastor Rev. Stephen A. The foundation of GAC’s modern empire lies in the dynamic partnership of the Flakes. Rev. Dr. Floyd H. Flake famously merged spiritual conviction with public service, serving as a U.S. Congressman from 1987 to 1997. In Washington, he continuously pushed the government to support community-based revitalization. “The only way to address the economic issues of our inner cities is to establish a level of parity by building infrastructure,” Flake once remarked during a congressional hearing on urban development. “We cannot ask people to pull themselves up by their bootstraps if they do not even have boots.”

Working hand-in-hand as an equal church leader and visionary minister, his wife, Rev. Dr. M. Elaine Flake, broke barriers within the A.M.E. church. She served as co-pastor and later became GAC's first female senior pastor. Her ministry focused on the vital human infrastructure of the community. In addition to co-founding the Allen Christian School, she spearheaded the Allen Women’s Resource Center, establishing a secure haven and housing pipeline specifically for survivors of domestic violence. Together, the Flakes modeled a dual-leadership approach where the pulpit, the halls of Congress, and local human services combined to fight systemic poverty.

Building Foundations: Housing from Seniors to First-Time Buyers
At the heart of the church's community transformation is The Greater Allen Development Corporation (GADC), an economic development arm that has constructed or rehabilitated more than 1,000 units of affordable housing. Rather than allowing urban decay or predatory gentrification to reshape Jamaica, Queens, GAC stepped in as a master builder.
The church's housing strategy deliberately spans across generations. Recognizing the vulnerability of aging community members, the church established the Allen Senior Residence. Utilizing federal HUD funding, GAC erected hundreds of units of comfortable, safe Section 202 housing tailored specifically for senior citizens, allowing elders to age with dignity in their own neighborhood.
Simultaneously, GAC has focused heavily on creating multi-generational wealth through property ownership. Through specialized housing developments like the Allen Estates, the church constructed dedicated units aimed directly at first-time home buyers. By offering affordable pathways to homeownership, pairing families with financial literacy programs, and hosting active foreclosure-prevention workshops, GAC has successfully enabled working-class Black families to buy, protect, and pass down valuable real estate assets.
Feeding the Neighborhood: The Allen Food Pantry
While building long-term housing solves systemic economic issues, GAC remains hyper-focused on immediate, daily survival needs. The Allen Food Pantry serves as a critical lifeline against local food insecurity. Operated out of the main parking lot directly behind the massive cathedral complex at 110-31 Floyd H. Flake Blvd, the pantry distributes free, fresh, nutritionally balanced food to thousands of families. [1]
The program is meticulously organized to support the community's most vulnerable populations. Every Monday, the pantry opens to the general public to help working families bridge the gap. On Thursdays, the schedule shifts intentionally: morning hours are exclusively reserved for seniors and individuals with disabilities, ensuring they can collect groceries safely and comfortably without facing overwhelming crowds.
A New Chapter: The Activism and Objectives of Rev. Stephen A. Green
In June 2024, the torch was passed to The Reverend Stephen A. Green. A dynamic, young national civil rights leader, Morehouse graduate, and chair of Faith for Black Lives, Pastor Green has ushered in an era focused on faith-based organizing, social justice, and radical love. [1, 2, 3, 4, 5]
Where the Flakes built the physical brick-and-mortar footprint of the community, Rev. Green's new objectives focus heavily on bringing "the Bible and the newspaper together." Under his leadership, GAC is expanding its mission to address contemporary justice crises. Green's objectives include scaling up the church's youth and social programs—including the Shekinah Youth Church and local job training—into active civic action pipelines. His vision leverages the historic economic power of GAC to actively fight mass incarceration, organize local voter registration, and turn the church into a "rapid response" center for human rights.
