Nearly 60 New York State Legislators
Call on President Joseph Biden to
Declare a Climate Emergency


(New York, NY) Senator James Sanders Jr. and nearly 60 New York state legislators urge President Joseph Biden to declare a “Climate Emergency” under the National Emergencies Act. The United Nations Intergovernmental Panel on Climate Change (IPCC)  has issued a report this past March with a final warning that Earth is likely to cross a critical threshold for global warming within the next decade.

The initial victims, who also suffer the most, of climate change are people of color and the poorest. But over time, no one can escape the harm caused by climate change. New York suffered from record Canadian wildfires this summer which experts believe were made worse by climate change. Scientists predict New York will experience more severe storms and sea level rise causing major flooding due to climate change.

This letter was sent to President Biden ahead of the UN Ambition Summit which will be held September 20, 2023 in New York City. The letter calls on President Biden to announce at the UN Ambition Summit the United States’ commitment to eliminating fossil fuels and to declare a Climate Emergency. The Ambition Summit is in  advance of the 2023 United Nations Climate Change Conference or Conference of the Parties (COP28), held from November 30 until December 12, 2023, in the United Emirates where global climate policy will be determined.

Here are some recent disturbing facts relating to climate change:
  • Jennifer Francis, a senior scientist at Woodwell Climate Research Center, estimated that the global temperatures in early July 2023 are the warmest probably going back at least 100,000 years.
  • July 2023 was the hottest month ever recorded on Earth according to the World Meteorological Organization.
  • The Atlantic Ocean off Florida recorded 101.1 degrees Fahrenheit in July 2023, potentially a world record for hottest ocean temperature ever recorded in the world.
  • Wildfires in Canada have burned 25 million acres through July in 2023, an area roughly the size of Kentucky, and have darkened the skies and polluted the air for millions of Americans, including New York state. This year has  already eclipsed Canada’s previous annual record from 1989.
  • The Maui wildfires are the deadliest in the United States in over a century.
The letter states: “The president has the capacity and responsibility to defend the nation when our national security is under attack. Declaring a national emergency due to climate change would empower your office to undertake a wide array of actions, including restricting greenhouse gas production by banning U.S. crude oil exports, ending offshore drilling, speeding up the manufacturing of electric vehicles and increasing wind, solar and other clean energy projects. A total of 136 potential powers  are available to the president upon declaring a national emergency, according to research compiled by New York University’s Brennan Center for Justice.”

Senator James Sanders Jr., Assemblymember Michaelle Solages, Community Members and Elected Leaders Unite at Historic Event in Harlem During Harlem Week Calling on Governor Hochul to Sign Reparations Commission Legislation into Law


(New York, NY) Senator James Sanders Jr., Assemblymember Michaelle Solages, and other elected leaders brought together community members calling on Governor Kathy Hochul to sign a bill (S.1163-A/SANDERS Same as A.7691/Solages) into law to establish the New York State Community Commission on Reparations Remedies. The Commission would research the harms from slavery and after slavery against African Americans in New York and recommend remedies and reparations.

When signed, it would be the second state in the nation after California to form a reparations commission. This legislation acknowledges the fundamental injustice, cruelty, brutality, and inhumanity of slavery in the City of New York and the State of New York.

Senator James Sanders Jr., Chair of the NY State Senate Select Majority Task Force on Minority and Women-Owned Business Enterprises, and Assemblymember Michaelle Solages, Chair of The New York State Black, Puerto Rican, Hispanic and Asian Legislative Caucus, hosted the historic Panel Discussion entitled “The Road to Reparations” today at the Schomburg Center for Research in Black Culture in Harlem. The event was open to the public and was part of the slate of events featured in the 2023 Harlem Week celebration.

Senator James Sanders Jr said, “The impact on economic inequality and economic development by the robbery of slavery, American apartheid (AKA Jim Crow), lynching, redlining, mass incarceration and other evils, make it impossible for African Americans to catch up. If we want America to be American for everyone, justice through reparations must take place. What better place than the Black Mecca (AKA Harlem); what better time than Harlem Week; is there a better intellectual venue than the Schomburg Center to hold such an historic event? I think not. I congratulate all those who participated in making this a successful and inspiring event to advance the goal of achieving reparations and justice for African Americans.”

Annie Mohan is Senior Manager of Pro Bono & Corporate Social Responsibility at Cadwalader, Wickersham & Taft LLP, an international law firm established in 1792. The firm serves a diverse client base, including many of the world's leading financial institutions and corporations.

Ms. Mohan oversees efforts to provide pro bono legal services to indigent individuals and organizations seeking access to the justice system, as well as efforts to empower communities through several initiatives in four key areas: fighting hunger, community investment, advocating for justice and equity for all, and sustainability.

She is a member of the Executive Committee of the Board of Directors of the Law Firm Antiracism Alliance, a coalition of over 280 leading law firms around the world that have committed to utilizing private Bar resources to assist legal services organizations in furtherance of their missions to dismantle barriers to opportunity in communities of color.
